build: r1303653

I installed English package then zh_CN language package.

1. New a spreadsheet, check on Edit->Changes->Record, then other related menus are enabled
2. click Edit->Changes->Accept or Reject

the caption of the dialog is English but not Chinese. Others are translated

Captions of the following dialogs are not translated either:
Insert->Cells
Insert->Special Characters
Insert->Hyperlink
Insert->Names->Define
Insert->Names->Insert
Insert->Names->Create
