Open the sample file, Without using the mouse, use the arrow keys to move cells - move left or right At the top of the sheet, the column headers (A,B,C,D...) are repainted.  The repaint of the headers hides the top row - note you are not at the top sheet 
Page up to the top of the sheet - use the arrow keys again to move left or right
Column headers are repainted and you will now see 2 rows with the column headers display
Using the arrow keys or the mouse or navigating between the different sheets does not allow the top row to display properly.
Only this sheet is affected - tested copying data in this sheet to another spreadsheet file and it worked fine.
Once the sheet loses focus, the bottom row of column headers disappears but the top row of column headers remains - blocking the top row from displaying
