Open a new Spredsheet
select 5 x 5 cells and assign a thin black border to all outer and inner lines
select one cell in the middle and change the color of all four borders to Light Red without changing line style
only the left and upper line was changed

Expected behavior: all four border lines will change

Doing the same and change line style to 3pt changes all four borders

Please see the similar issue 81672.

It is possible to consider, that the borders of a cell are not drawn beyond the grid. Than both colors would be shown, if adjacent cells have different colors.

But that would be a request for enhancement and should be discussed on mailing list first.

confirmed,can reproduce the defect in AOO-r1359641

steps:
1.launch oo and new a spreadsheet
2.select 5x5 cells and assign a 1pt line for inner and outer border.
3.select one cell in the middle of 5x5 cells,and set its border color as red 

defect:
only left and upper line was changed to red color.
