The format of the file is incorrect. With the format corrected, there is still a but in Apache OpenOffice 3.4.1 Calc opening of the file.

DETAILS

This is not an .xls file. Although Excel will open it, Excel 2013 will report that the format of the file and the extension of the filename conflict. It will then open the file successfully if the discrepancy is ignored.

This is an .XML file. Rename it to file.xml. It will still open properly with Excel. (Excel "sniffs" in the file to confirm its format and process it accordingly.) It is relatively large, with Cyrillic characters and Russian text. There are four sheets, two with 200 or more rows.

To attempt to open it with Apache OpenOffice 3.4.1, on the start screen select Open. Find the file and specify that it as a file of type "Microsoft Excel 2003 XML (*.xml)."

After a few minutes, Apache OpenOffice 3.4.1 Calc will open, but the spreadsheet will show as empty. LibreOffice 4.0.1 Calc will open the XML file correctly and relatively quickly.

Examining the file in an XML editor, I can see that it was produced by "EPAM." There are custom components. The namespace xmlns:pm="epam.com" is defined. This is used to set many styles and it may be related to how the file is computer-generated. It is difficult to know whether the custom material is not being dealt with by Apache OpenOffice 3.4.1 or there is some other problem.

I can confirm orcmid's results it's a damaged / corrupt / Invalid document, source code looks more like "Excel 2003 XML" than ".xls", but my skills to recognize that are not the best.

Also some other program fail to open the sample document:
* MS Excel Viewer
* LibO 3.6.6.2
* SoftMaker FreeOffice

But more or less successful opening with
* Gnumeric 1.10.16
* server installation of "AOOo 4.0.0-Dev – English UI / German locale [AOO400m1(Build:9700) - Rev.1476029]" on WIN7 Home Premium (64bit)", own separate user profile after some very hard work If I select "Excel 2003 XML" as filetype.

No idea, should AOOo be more tolerant concerning such documents?
