Five years have passed sinse bug https://issues.apache.org/ooo/show_bug.cgi?id=91226 fixed.
The code is well tested and integrated since OOo 3.2.
It should be enabled in UI by Plan B as suggested in comment 13 ( https://issues.apache.org/ooo/show_bug.cgi?id=91226#c13 ) by mba.

I would love to see Mongolian support added to OpenOffice.

Will you be able to help us update this support for Apache OpenOffice 4.0?  For example, we have new strings that would need translation, some UI changes, etc.

Also, the license for OpenOffice has changed since OOo 3.2.  So before we can use your patch you would need to agree to provide it under the "Apache License 2.0".

I'd recommend that you send a note to our localization mailing list (L10n@openoffice.apache.org) and we can discuss what needs to be done.

The code for supporting Mongolian layout has already been integrated into OpenOffice - see bug 91226. Thus, no licensing issue here.

Right, Thanks for the comment! I will check current source code and try to find the crucial point. I will also check relevant issues to solve it better if possible.
@Rob,
I registered to L10n mailing list to continue our mongolian localization. 
This issue is not relevant to L10N but OOo core code.
Where and how can I provide the agreement of "Apache License 2.0"?
