Steps how to reproduce with server installation of  "AOO 4.0.0-Dev – English UI / German locale [AOO400m2(Build:9701) -   Rev. 1485784 Rev.1485289 (2013-05-24)]" on WIN7 Home Premium (64bit)", Common 4.0 Trunk User Profile:

1. Open new Draw document from AOO Start center
2. Draw any short line
3. Click line and check line properties, see attached screenshot to compare 
   with your results

Some unifying seems to be needed:

a) Style
  * Format Toolbar: Pane width is so that only the line, but not the trailing
                    text is visible
  * Format Dialog:  Line AND trailing text is visible in wide pane, what is
                    too short for long texts ("Ultrafine 2 Dots  3 Dashes")
  * Sidebar:        Pane width is a little more than in Toolbar so that first
                    character of text is visible
b) Arrow
  * Format Toolbar: only arrow head symbols visible
  * Format Dialog:  arrow head symbols AND texts visible, pane width too small
                    for longer texts ("rounded short arrow")
  * Sidebar:        Pane width is smaller than in dialog so that most texts
                    are shown truncated

As expected same problem for this area if shown in Writer and Calc.

Effect is not related to menu 'Tools -> Options -> OOO -> View - Scaleing'

That is no problem, which is specific for the sidebar. You have the same problem in the Format > Line dialog.
You see the same problem with long font names or long color names too.

It would be worse, when the field width depended on the name length, because then the layout would jump.

I do not consider this as big problem, because the full names becomes visible when open the drop-down-list.

The bug description does not state what exactly is wrong with the controls.  Is it that a) the text is not completely visible or b) that the text is displayed at all.

This is done better in Symphony and our first versions of these controls after migration: the items in the drop down lists (of some but not all controls) does not contain text which therefore can not be displayed truncated.  Maybe we should go back to these drop downs, at least for the line style their pre-rendered bitmaps are better visualizations then the life rendered bitmaps that we have now.

This is not a bug but a possible enhancement.  Changing issue type and blocking issue accordingly.

That's developers' decision. May be you want to show always all text behind graphic symbols, may be you want to show texts only with dropdown selection expanded, does not matter. But it always should look good, no half texts. That is a general problem Aas Regina stated), but more visible and with some new effects in the sidebar.

Text fully visible when Sidebar width is adjusted.
Maybe instead illustration and text side by side, text can move one line up
and list field show only illustration, i.e.:
Style: Continuous

@Edwin: Good idea but not easy to implement.  The drop down boxes are designed to show one item per line.
