On a new presentation

-Draw a rectangle
-Click on the rectangle
-Move the pivot outside the object
-Select a rotation angle in the sidebar

Actual Result: the pivot is moved to the center of the object then the object is rotated.

Expected Result: the object is rotated respecting the pivot position.
