Reproducible with server installation of  "AOO 4.0.0-Dev – English UI / German locale [AOO400m2(Build:9701)  -  Rev. 1493305
Rev.1491054  2013-06-14]" on WIN7 Home Premium (64bit)", own separate user profile.
Looks fine in Internet Explorer.

Does not matter whether you open sample document or do menu 'Insert -> Picture -> from file

Not a new problem, same with OOo 3.1.1

Similar problems in LibO 4.2
Calligra Karbon shows the text blurred as it should be.

ALG: Changing to enhancement; filters and blurring are currently not supported; may be double to another task, too.
