The preview window's property (none/document) should be an option in Tools, which enables the user to have it switched on permanently.

Sounds like an Enhancement request.

We need some more explication why and where you need that for Base?!

I would have expected such a feature for menu 'Insert -> Picture from File'. But there it seems unnecessary to me, a quick test with 4.1.0-dev showed that AOO keeps latest setting for a really imported picture, even after AOO has been terminated and reopened.

My accounting data resides in an OO database and the process of entering the data from paper to a form is a time consuming one. During this process I often open and close the OO program and have to switch on document preview each time.

The preview is very useful because it frees you from opening another window that contains the data. Seeing all related data at a glance should be a goal not only here.
