Reported effect is Reproducible with  "AOO 4.0.0 – German UI / German locale  [AOO400m3(Build:9702)  -  Rev. 1503704 2013-07-16 14:54:56 (Di, 16 Jul 2013)]" on German German WIN7 Home Premium (64bit)", Common 4.0-dev User Profile

But is that an AOO bug? Problem has nothing to do with buttons or similar.

Steps how to reporduce:

1. Open sample document
2. Click big green button as requested in document
   > Cell cursor appears at cell A1 in same sheet
3. Click button "PREGLED" as requested in document
   > view jumps back so that big green button becomes visible again
4. Click big green button
   Expected: Jumps again
   Actual: nothing

What happens:
{2}: A hyperlink moves cell cursor to RAČUNI.A1
{3}: A macro "MAKROI.RACUNI.POzicionirajRacunPregled" does something
{4}: Hyperlink now will not work

Additional information
a) In reporter's sample in cell AI1 I added a new text hyperlink "#RAČUNI.A1",
   what should do the same job as the big green button.
   Same test result: in Step 4 the hyperlink will not work.
b) same problem with server installations of AOO 3.4.1, OOo 3.3.0
c) Same problem with LibO 4.0.3
d) OOo 3.1.1 finds syntax error in Macros, I can't tell whether related
e) Workaround: click any cell before you proceed step 4
f) BTW, with AOO 3.3.0 I have to click on any cell before I proceed step 
   2, otherwise link will not work at all
g) so my current suspect is that the problem might be "somehow" macro related.
   After I had removed Document-Open-Event-Macro-Execution, at least the
   AOO 3.3.0 problem in step 2 disappeared
   So Component "programming" for now.
h) Only Hyperlinks leading to cells seem to be affected, Hyperlins to Cell 
   range with name or internet page work fine in step 4
i) Wrong macro code or wrong macro execution? I can't tell

Can you please do some investigation concerning macros in document and tell us your results?

Problem has nothing to do with buttons or similar.
Maybe you are in right. The important thing is that there is some problem.
I tested on Win7 x64 LO  ver. 4.0.4.2 .4.2 . There I can not reproduce this problem.

according comment 1 the observed behavior also occurs in former versions
--> adjusting field Version accordingly.

Confirming on Windows 7 in AOO 4.0.0.
--> status CONFIRMED, remove keyword 'needmoreinfo'

Works fine in AOO 3.4.1
--> add keyword 'regression'

I am very sorry. I made these changes to the wrong issue.
--> reverting.

In file "test2" are two buttons with URL. 
button 1 has URL #Sheet1.AD1
button 2 has URL #Sheet1.A1

Select cell #Sheet1.A1
When cell A1 is selected go to button 2 with using scroll bar (button 2 is in AE2).
Push button 2 (Url is #Sheet1.A1)
Nothing happens.
This happens only when URL targget is already selected.

Conclusion: hiperlink (jumping to the URL cell target) do not working if URL target (some cell in spreadsheet) is already selected. 
That occurs when:
1 Button and his URL cell target are in the same sheet 
2 URL cell target is already selected
3 Button is visible on screen and cell-target is not visible

As given in comment 6.
