Steps how to reproduce with  "AOO 4.0.0-Dev – German UI / German locale - [AAOO400m3(Build:9702)  -  Rev. 1513120  2013-08-13]" on German WIN7 Home
Premium (64bit)", own separate user profile:

1. Launch AOO
2. Menu 'Tools -> Options -> OO -> View - UI - Icon Size (Galaxy) = Small' <ok>
3. Close -> Relaunch AOO
4. From AOO Start Centeropen new Writer document
   > Small Icons in Toolbars
5. Menu 'Tools -> Options -> OO -> View - UI - Icon Size = Large' <ok>
   Expected: Icon size changes to "Large"
   Actual: Icon size still "Small"

Additional info:
a) Was ok with OOo 3.1.1, 3.3.0
b) for me appears with AOO 3.4.0
c) New icon size will be respected for menu 'Window -> New'
d) New icon size will be respected if with icon size Scaling has been changed
   (for example 100% to 99%)
e) New icon size will be respected if with icon size additionally icon theme has
   been changed
f) Due to "Bug 88747 - extension icons change size after restart only" this 
   behavior might have appeared more early for Extensions toolbars, I will check
   later.
g) No hint concerning the changed behavior in (German) Help, more or less the 
   same text like in 2.0.2, where that still worked.

Confirmed with AOO 4.1.5 on Ubuntu 16.04 and with latest trunk on Windows 10.
