Pashto (ps) is already in the source code
http://svn.apache.org/viewvc/openoffice/trunk/extras/l10n/source/
we have volunteers ready to help and it isn't in Pootle now:
https://translate.apache.org/

PO files from OpenOffice 4.0.0 should be uploaded there.

the Pootle server contains files for Pashto now
