There's #35768 similar to this issue, but not quite the same.
While I accept, and even enjoy having toolbars spread across my workplace (actually, moving sidebar to a secondary monitor is a very useful trick), temporary dialogues (like cell/paragraph formatting in Calc/Write, respectively) opening outside main document window are quite irritating.
Even more so, when you work with two documents opened on both monitors and can't be sure, to which document the opened dialogue is attributed.
The issue could be demonstrated as follows:
1. Open Calc.
2. Hit Ctrl+1. Cell formatting dialogue pops up.
2.1. Move the dialogue to the same display, as the document window, if it's not already there.
4. Cancel the dialogue. (Esc or click [Cancel] button.)
5. Move the document window to another display.
6. Hit Ctrl+1. Cell formatting dialogue pops up, but it's located at the same place it was when you closed it last time. Yes, on the other monitor, that is.
It would be useful, if these dialogues would stick to the same display, as the document windows they called from, retaining their relative position withing the screen.
