OpenOffice Excel Version 4.0.1 complained that the selected folder does not contain a Java Runtime Environment. Please select a new folder.

I am trying to save an XLS file as an XML.  The application complained of requiring JRE and to enable it.  I went ahead and enable it under
Tools->Options->Java and also did an "Add" to specify where my JRE 1.7 was locally installed, at C:\Program Files\Java\jre7\bin, but the dialog came back with an error message complaining that the folder selected does not contain a Java runtime environment. Please select another folder.

I am seeing this on OpenOffice 4.0.1 AOO401mm5(build:9714) Rev 1524958  Fr. 20 Sept. 2013

this is seen on Windows 7 64x

OpenOffice is a 32 bit application, so you have to install a 32 bit Java. Download from the Oracle site:
http://www.oracle.com/technetwork/java/javase/downloads/java-se-jre-7-download-432155.html
accept the license agreement, and download the link that says "Windows x86 Offline -  19.26 MB  -  jre-7-windows-i586.exe"

Once installed, restart OpenOffice, and go to Tools - Options... - OpenOffice - Java. The 32 bit version of Java should be listed there, just select it.
