Currently it is only possible to enable/disable the wizard's buttons, and set the default button (in theory...), see 

enableButton
setDefaultButton

but this functionality isn't enough: extensions developers may want to also

1. change the buttons labels
2. change the buttons help IDs
- ...

At least these two seam important, specially (2), since extensions can provide its own help content, and the HelpURL attribute of css::ui::dialogs::XWizard is not enough.
