CONFIGURATION: Windows 10 Home (64-bit), 12GB RAM, 1080p display.
VERSION: Apache OpenOffice 4.2.0 (AOO420m1 (Build: 9800) - Rev. 1692551)
Steps:
1.	Open a new or existing Writer document.
2.	Set the page width to the max (118.11”).
3.	Type some text, in an attempt to get to the right end of the page.
Doesn’t get past 25.5” before switching to a new line.
4.	Reduce the page width to 26” and re-try adding text or images. Still refuses to get past 25.5”.
5.	Set the page height to the minimum (1.78”), in an attempt to force text to spread to the end.
Still doesn’t get past 25.5”, instead it opens new pages and populates with text till it gets to that same value.
6.	Import an image and stretch it to fill out the whole page.
Image stretches out properly and gets past the 25.5” mark without any issues.
7.	Place the image beside the text at the 25.5” boundary. 
Image gate placed correctly, but the ruler gets re-arranged, starting from 26” down to 0” to measure the text, and goes back up from 0” to 91.5” to measure the image and anything after.
Tested OpenOffice Impress to see if it had the same issue, but everything seems to be working fine with it.
Replicated the above steps on OpenOffice Writer for Mac (Version 4.1.2, Build: 9782 (AOO412m3)) (OSX 10.11, 4GB RAM, 1080p display), LibreOffice Writer (Version 4.2.8.2, Build ID: 420m0(Build: 2)) on Ubuntu 14.04 (1GB RAM, 1080p display), and found exactly the same design issue.

What happens if you use text in a much larger font, so that it takes fewer characters to move across a maximum-width page?

I just confirmed with the AOO 4.1.2 release on Windows 10 Pro that with maximum-size Times New Roman (96pt), a run of M's still breaks before 25" on a maximum width page.

Also, did this ever work?

Tested it to as far back as 4.0.0, and it still breaks at that particular value. Not sure it's ever worked.

I am currently using Apache OpenOffice 4.2.0. I was able to recreate this bug and found that as I decreased the page width by 5" the length of the line would decrease until it would jump up to about 44.5" at a page width of 90" and then would decrease by 5" again. I was able to recreate this bug with a file exported from Word in odt format and a new file made with Writer

I was able to reproduce this bug by doing the following steps:

1) Open a new or existing document in Writer (the document can be from Writer or any other document program).

2) Set the page width to the maximum of 118.11"

3) Type in text until a new line is started

Additionally the cut-off seems to change as the width of the page changes if you change it from 113.11" the cutoff is reduced to 20.5", as well the cutoff will continue to reduce as the page width decreases until it resets back to a cut-off of about 50".

I was able to replicate Nnmadi and Ormid issues on
I was able to recreate this issue on the machine below:

Manufacturer: HP
Model: Elitebook
Processor: Entel (R) i5
RAM: 8.0 Gb
Type: 64 bit
Windows 7 machine using Open Office 4.1.2

Follow up Tested HarrisW's post:
"the cut-off seems to change as the width of the page changes if you change it from 113.11" the cutoff is reduced to 20.5", as well the cutoff will continue to reduce as the page width decreases until it resets back to a cut-off of about 50".
Tested various page widths, found unpredictable results.
1. Open a new or existing document in Writer 
2. Set the page width to the maximum of 118.11"
3. See the text cutoff at 25.5
4.The cutoff also changes as the width of the page changes to 113.11" the cutoff is reduced to 20.5".
5.The cutoff also changes as the width of the page changes to  103.11 the cutoff is reduced to 10.5".
6. The cutoff also changes as the width of the page changes to  98.11 the cutoff is reduced to 5.5".
7. The cutoff also changes as the width of the page changes to  93.11 the cutoff is reduced to .5".
8. The cutoff also changes as the width of the page changes to  88.11 the cutoff is reduced to 40.5".
9. The cutoff also changes as the width of the page changes to  83.11 the cutoff is reduced to 35.5".
10. The cutoff also changes as the width of the page changes to  78.11 the cutoff is reduced to 30.5".
12. The cutoff also changes as the width of the page changes to  58.11 the cutoff is reduced to 10.5".
13. The cutoff also changes as the width of the page changes to  53.11 the cutoff is reduced to 5.5".
14. The cutoff also changes as the width of the page changes to 48.11 the cutoff is reduced to .5".
15. The cutoff also changes as the width of the page changes to 43.11 text
goes all the way to the end.  
16. The cutoff also changes as the width of the page changes to  45.5 text goes all the way to the end.
17. The cutoff also changes as the width of the page changes to 45.55 the cutoff  is reduced to .5".
18. The cutoff also changes as the width of the page changes to  45.51 text goes all the way to the end.
19. The cutoff also changes as the width of the page changes to  45.52 cutoff is reduced to .5".

ANY PAGE WIDTH OVER 45.51 WILL CUT OFF TEXT

Further follow up testing (Insert Table)

Summary: Inserting table does not cause type cutoff issues.
1.Created page 118.11” wide
2.Inserted a table 150 columns wide, columns extended all the way across page. 
3. Inserted type into table.
4. Text did not cut off.

Further follow up testing (test Zoom):

Tested with various Zoom settings, text cutoff behavior was not affected.

Follow up research:  Found the posts below on Apache Open Office Forum referencing the text cut off bug so this has been a known issue.

Hi there,
Silly question i know but i am trying to make a banner for a birthday party. I want a page that is 27.9cm high and *300cm wide. This i have achieved by entering the figures into the format page options. The problem i have is that the text will not span over the entire page width, it seems to stop at *65cm wide and then go to another line. All i want are the words happy birthday. lol

Margins are not set and i have no columns. please help me with what must be a very basic question.

*300 cms = 118.11 inches.   65 cm = 25.5 inches

Hi all,

I am new here, I have some trouble with OOo Writer (3.2.0):
1. I make a new document, and set the page to 122x61cm (in Format > Page > ...).
2. Then I start to type (all settings to default, Times new Roman size 12)... after only some characters, my cursor jumps to the next line, leaving plenty of space available to the right. Why??

If I change the page format again to default (A4), then I can type a full line before my cursor jumps to the next line.

So my question: how is the text width defined for a user defined page format?

After a bit of research on this topic, it seems Draw can produce banners, not Writer. Please see:

Summary: As Kay in comment #21 requested, I tried to reproduce this in Draw, but was not able to reproduce this. I used AOO Version 4.2.0 on Windows 10. When set to a page length of 118.11, text in a continuous line does not get cut off in Draw. I will also attach an image of what I am seeing.

Steps to reproduce:
1. Open a new AOO Draw project.
2. Click Format->Page. In the new window, set the page width to the maximum (118.11") and click ok.
3. Type in text in a continuous line until a new line starts.

Expected result: A new line will start when text reaches the set page length (118.11").
Actual result: A new line started when text reached the set page length (118.11").

Summary: I followed the steps you provided, using the Test Document (Writer) and I found that I was able to replicate the expected bug results as well as other specifics of the bug:

My steps for replicating the bug:
1)Create a new writer document.
2)	Set the page height to 1.78” (one character per page).
3)	Set page width to 47.0”, then typed characters till the page was filled.
4)	Set page width to 47.1”, then the new Line/ new Page cutoff was changed to .1” (one letter per page).
5)	Set page width to 60”, then the new Line/ new Page cutoff was changed to 12.9”.
6)	Set page width to 92.5”, then the new Line/ new Page cutoff was changed to 45.4” (one letter) again.
7)	Set page width to 92.6”, then the new Line/ new Page cutoff was changed to .1” (one letter) again.
8)	Set page width to 118.11” (max width), then the new Line/ new Page cutoff was changed to 25.5” again.

Evaluation: It seems for 47.1” < page width < 92.5”, and 92.6 < page width < 118.11”, each time the page width is changed, the cutoff is scaled up, until it reaches the max page width. For my replication, the bug started at a minimum page width of 47.1” with a text cutoff of .1”, and a maximum of 92.5” page width with a text cutoff of 45.3”. Then at 92.6” the text cutoff was changed back to .1”. Once the maximum page width is reached, the text cutoff is 25.5”.

With this current bug, the Writer program would not allow people to make a page document over 47” with a correct text format.

This issue is present in OpenOffice 4.1.3 

Page widths beyond 45.51 inches cause the lines to be cut off too early.

Steps to reproduce:
1. Create a new writer document
2. Set the page width to anything beyond 45.51 inches
3. Try to fill the page with text

At 45.52 inches, only one character can fit per line, even at size 2 font.
As the width is increases, more characters can fit on a line, but still not to the full edge of the page.
The typable width approaches one half of the total page width up to a page width of 91 inches, at which point it is again cut off to a single character per line.

This occurs in both landscape and portrait orientations, as long as the width is beyond 45.52 inches.
Changing the measurement unit in settings has no effect on the typable region. The issue begins at 1,156 mm; 115.60 cm; 

273.07 pi; and 3276.8 pt.

An identical error exists when the Text direction is set to Right-to-left (vertical) rather than Left-to-right (horizontal), with the only difference being that it depends on the Height instead of the Width, and the cut off is at the bottom rather than the right.

This does not effect content inside of Frames, even if the frame width exceeds 45.51 inches, nor does it effect content  inside of tables even if the table extends beyond 45.51 inches. As such, creating a frame or table the full size of the page will allow the user to work around this issue.
