When using KDE3.1 there are shortcuts (aka alt-click) that interfere with
drawing circle pie. 
If you want to draw a circle pie, the default behavior "alt-clic-drag&drop"
moves the window. So you're tempted to "clic-alt-drag&drop" but this doesn't
work : when you release the alt key (before or after releasing mouse button),
the circle you just drawed changes center & size. 
The bug is also present in OOo 1.0.1. 
Drawing a regular circle works perfectly, as there are no operation after
releasing the mouse button.
If the shortcut is not defined in KDE, the feature works also perfectly.

I propose that users can use ALT or Shift+Strg for drawing a circles
from his center. This solution will work on Windows, Gnome 2.2 & KDE
3.1. I changed the type from Defect to Enhancement because it has to
be documented. In my opinion it is OK to fix this task for final, but
there is currently no target for that milestone.

I will add Shift + Control + Left_Mouse_Button_Down + Mouse_Move to
create circles centered about the starting point.
