I had no problems to submit issues without being logged in. The issue reporter 
is called "guest". I think a login should be required.

This changed with the last update of the inst box.
We discussed that nothing except querying/viewing issues should be possible and
a related issue is #1303 (guest should not be able to add comments).

sc-test4 shows another behaviour. Seems to work there.

As mentioned on the qa dev list on March 5th I will close all resolved
