Since an HTML document is one large page, a multipage document shouldn't have
the footer rendered as the page number is meaningless.  The attached MS-Word
HTML doesn't include the footer.
If it is decided that the footer should be included, it should be displayed
correctly.  Each version produced by OO doesn't come close to how the footer
appears in the document, and the 3.2 HTML and IE3 versions add a GIF to display
the page number.  A one row table would be more appropriate.

This also happens in 1.1beta.  Additionally in this version, the page
number from the footer is displayed in the top left-hand corner of the
HTML.  This is due to it being positioned absolutely in the top corner:

Hello Michael, is there any chance to get the haeder-/footer-content
displayed correctly in the Q? I am not convinced to supress them, as
they might have other content except of page numbers.
Please give approval for this evaluated OO.o 2.0 flagged issue. 
If you confirm with the target OO.o 2.0, then please keep it on your
owner (or the owner of the concerning developer) for implementation.
In case you want this issue for 'OOo Later', then please reset the
target milestone. If you decline the issue finally, please set the
resolution to 'Wontfix' (but do not close). In case of 'OOo Later' or
'Wontfix' please reset it on Bettina's owner. Thank you.

There are two issues described in this report.
1. Headers and are exported. That's in fact a feature: If a document
is displayed in the paged view, headers and footers are exported,
because they are visible. If the document is switched to the only
layout, headers and footers become invisible and are not exported any
2. The page number is displayed in the top left corner: The reason for
this is that it is contained in a text box. Positioning of text boxes
in HTML is very much restricted and therfor not all text boxes can be
positioned in HTML where they appear in a text document. However, it
might be that positioning might be done better in this special case,
so one could consider this to be a defect. Since HTML is not covered
by the Q-PCD, "office later" woule be target for this issue.
