Netscape, IE, and OO HTML output (but not 3.2) has all text as bold:
P.western { font-family: "Arial", sans-serif; font-size: 12pt; so-language:
en-US; font-weight: bold }

While you're at it, the style element is missing the attribute
type="text/css".

Issue seems to that "font-weight: medium" is exported rather than
"font-weight: normal"

According to the OpenOffice.org roadmap 
(http://tools.openoffice.org/releases) this issue was retargeted to 
OOo Later.
