The ability to automatically create a patch file does not work for some reason
under the stlport directory,  it works correctly under icu though.

This in turn meant that people used non standard patch files causing porting
problems.

for problems using "dmake create_patch" in "stlport" se issue #13546#

the patch itself looks ok but the makefile.mk misses an entry in
"ADDITIONAL_FILES" for "gcc-3.0-freebsd.mak"

The create_patch process will create a patch file in the misc 
directory that must be moved back to the main directory and modified.

Identified by Dan on the Porting mailing list.

Just some bookkeeping ...

Issue 13546 contains a fix for this issue.

Set the dependency, set target to 1.1.1 as patch exists.
