When Opening a Hebrew word file which contains a Table of contents in OO write,
the TOC is messed up:
the alignment between page number and section number is wrong, leading to very
strange results.
See attached screen shots, of the same file, on the same computer (running
Windows XP pro Hebrew enabled), in oo and in word XP

FME: Looks much better in my current m15, compared to your
screenshots. But there still seems to be an issue with the dots in the
tabulator space. 

FME: the combination of the 'underlining' and 'small capitals'
attributes does not work correctly for RTL text.
