In making charts, there are a number of menus with "fly-out" submenus (primary
menu has a little arrow on the right side). Some of these submenus only say
something to the effect of "not available" or "nothing to select". There is at
least one problem here. A menu's contents should never change (depending on
mode, etc.); choices should be grayed-out instead. If all the choices on a
submenu are grayed out or "not available" or "nothing to select", the primary
menu's selection should be grayed-out. That is, don't tempt users to select a
menu item (with a submenu) when they will have no choices to select on the submenu).

Yes, that is possible, but currently I have no example, do you have
one example parat? The problem is, that at opening these dynamic
hierarchical menus it cannot be deteced, if the submenu is empty or not.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
