I'd like to suggest the incorporation of 128bit-enycryption and user rights
management into OOo's PDF export feature.

I found an opensource solution, which might be helpful:

It depends on:

The Issue you raised is currently 'Unconfirmed' pending review, but has not been
updated within the last 3 years. Please consider re-testing with one of the
latest versions of OOo, as the problem(s) may have already been addressed.

OOo 3 has support for PDF-Passwords, thus closing issue.
