Ability to have a layer that is solely for the purpose of creating a watermark
or background with more than one image or text that can remain unchanged
throughout the document or modified by editing that layer.

Should allow the ability to turn off after the first page or to alternate on
even or odd pages.

The present workaround works well, but is clumsy:

Make a draw object.
Save as .sxd
Reopen .sxd
Save as Watermark
Export as .svm
Copy and Paste to Writer
Save as template

Perhaps the whole shebang could be changed to:
Make a draw object
Export as Writer document watermark.

Or maybe even simpler:
Make a draw object:
Convert to Watermark in Draw
Copy to Writer (or Calc or Presentation or whatever).

In any case, allow simple Watermark production.

As for alternate pages and so on, a template would do fine with the
Watermark on "Right Pages" (for example) or whatever page style a
person wants so it can "alternate", appear only on First page of
chapters or something of the sort.  That ability already exists.

In page layout programs like Quark, you can define Left/Right Master Pages with
whatever graphics, text frames etc as you like, and consequently is applied to
each Left or Right page (depending on whether single or double-page Master
template is set).

Currently, in OO Writer, you only have Page Style > Background tab where a
single graphic can be selected, but only crudely positioned. Greater flexibility
in positioning is required. Whether it be simply by positioning the Preview
image (which still only allows one graphic premade in Draw or somewhere else),
or a special Master Page. 
I suggest this Master Template can be selected both from the Format menu and
from the bottom panel (where you have "page1/3, INSRT, etc), a simple fly-up
menu with Document and Master, Masster-L and Master-R. Master-Right may be the
same as Master if no Left template set.

This is the Deluxe solution which allows for the greatest flexibility. You can
have the option of Locking everything on this Master page so it's not
accidentally selected or moved.

It may be an idea that you edit the Header and Footer here as well. Again, to
edit either, you should select the Master. In Word, you have a Header/Footer
edit page, a primitive Master page in effect. This may also solve the issue of
importing Word docs with graphics in the Header/Footer which extend beyond the
official bounds. Currently they get squished into the Header/Footer area.

Since page numbers etc may change from Left and Right pages, along with the
position of other text (eg page number on outside edge with chapter title in
middle), I think this would be a very good idea. In fact, it could be a Killer
Feature.
