Because of license issues localized dictionaries are not included directly in OOo.

But we have "unofficial" tools like:
DictInstall - http://www.ooodocs.org/dictinstall/
DicOOo - http://fr.openoffice.org/project/www/issues/show_bug.cgi?id=18191

These tools automate the installproces for installing localized dictionaries via
the internet.

However, it would be even more userfriendly to include an
installation-via-internet tool directly from "Options - Language settings -
Writing aids". Of course the tool should inform the user of the specifik
licenses for the selected dictionaries and include the mandatory
"agree"-checkbox. An option for uninstallation should also be included.

Thre is already a solution to this problem in the form of a wonderful Star/OpenOffice 
macro that will nicely allow you to donwload and install dictioanries from right within 
Writer.

And download it and give it a try and feedback to its author if you run into any bugs. 
 
In my opinion it is the right solution is that it can be included as a standard macro 
once it is in finished form. 
 
So I am reolving this "enhancement" as "LATER" since by then this should be fixed 
by 18882 installer.
