Importing a CSV as spreadsheet via Insert->External Data will show the data to be 
imported, but will start the import. Instead it returns to the previous dialog with no 
tables to choose from. Cancel is the only option to choose. 
 
Work around: Use File->Open, but then you have to import the whole file, no 
formating or assigning field types.

Hi,

what's about using Find an Issue and entering spreadsheet as component
and external as value for the summary field ?

This will lead you to Issue 1834 which this one is a duplicate from.
