Product Requirement 
Need single place in application to change language settings.

Customer Need/Problem
Language Setting from Spellchecker dialog box only changes dictionary for each
word, not for next word in document. Users get confused when they think they
have just changed language setting and it does not take.

Product Concept
For spellchecking OOo current behaviour is to stick to the language set with the
settings in 'Tools - Options - Language Settings - Language' or with the
formatting of the to-be-spellchecked text. Even that the user can temporarily
change the language while spellchecking (F7 pressed) this setting is not
persistent. It will change with the next word checked (in the current document).
It is more sensible to leave the temporary setting done by the user for as long
as the spellcheck dialogue (F7) is active. After closing (and re-opening) the
spellchecker the setting should get set back to the initial setting.

FL/TL: Just some remarks from us:
 - No spelling if language is "None" seems to be a problem and is set
after some document imports
 - Loading CJK document should activate CJK support for current document
 - No Warning if current used language is not installed/activated

I think this is a bad idea. Automatims like this one have a big potential to
make users angry.

The requirement here is to correct the language of the whole document - why not
adding an entry to the context menu of the spell checker that does exactly this? 

Giving the user control here is the better choice. I add this suggestion to
issue 1034 that covers the enhancements for language checking and guessing.
