Customer Need/Problem
Better distinguish between settings that apply to a document only and those
which apply to the whole application

Office has various options, all accessible through 'Tools - Options'. Most of
those address office as a whole but some only affect the current open document
and some even double in their function as for the document and/or for the
application (example: 'Tools - Options - Text document - Basic fonts'). The past
has shown that the user gets confused with the mixture of functions. Especially
the functions that can be set general (apply to office) or to a single document
seems to be confusing. It is in need to draw a clearer line in between those
settings and possibly relocate the document-relevant settings to dialogue other
the 'Option' one.

FT: Started working on spec.

FT: The whole spec has been re-written from scratch!
Reasoons: A complete re-design beased on a) input from variuos sources and b)
based on changes and related specs that have been evolved in the meantime

FT: It was decided to postpone this feature to OfficeLater. Therefore further
work is stalled.

Due to missing resources the product team and the development decided to shift
this feature to the next target 'OOo later'. It is unlikely to integrate this
feature in OOo 2.0.
If somebody in the community have the knowledge to help Sun here, please contact
the development and retarget this feature.
