Text size should be 9 thoroughout the document but for the line:
26. VÃ„Ã„RAMATU JÃ•UD (FORCE MAJEURE)
size is 12.

I can Reproduce the problem on 
OpenOffice 1.1 (default Install, US), Win XP Pro Sp1. 
(And MS Office XP Sp2). 
It is real problem

original text is STRONG 9 become 12 in OOo.

Change OS to all, I can reproduce in win xp

MRU->CMC: In the second paragraph a character style and a hard format
were used. So import seems to ignore the hard format of 9pt font
height here.

Hmm, some code wants to compress properties, but character styles are
effectively uncompressible (unless you expand them out and compress
the result of that). So it breaks with such examples.

(btw: this is a rtf document, and a rtf only bug)

Fixed in portlaoisefilterteam16 for 2.0
