When EPS files are resized in any way, the Height gets set incorrectly (in my
case always .2", but may vary by graphic).  After the initial resizing, you can
not change the height, it always goes back to the size it chooses.  This can be
reproduced by doing the following:

1.  Import an .eps file (linked or unlinked)
2.  Drag the box with the mouse to resize the graphic
3.  Double click the graphic to open the settings
3.  Notice that the height is not correct
4.  Try changing the height by entering a new height
5.  You will notice that it will go back to whatever height it chose
6.  When you close the dialog, the image height will be set to the height
described in the box

I have done the same thing with .bmps and they work fine, so I am assuming at
the moment that it is only a problem with .eps files.

Please Attach the documents which make this problem, so we can test
it/faster to confirm.  
(Without the documents, we cannot confirm the problem easily/need more
time)
Don't forget to cut other part of the documents, so the file size is
small, but we still able to see the problem.

I have narrowed the problem down a little more, and attached a
demonstration of the problem.  The problem only happens in sections
where the eps graphic is attached as a character.  You should be able
to clearly see the problem in the attached sample.

After some more experimentation I have narrowed the problem a little
further.  It only seems to be a problem when the boundary of the
graphic is near the boundary of the section.  For example, if the only
thing in a section is a graphic, and there is no extra space above or
below the graphic.  The graphic will initially fit fine attached to
the paragraph, but if you attach it as character it will change the
height slightly.  I have also been able to reproduce this behavior
with a frame inside of a section.

I have found some additional failure in resizing the graphics. Perhaps this is a
consequence of the already incorrect sizing.
OOo 1.1.1a / Redhat Linux 9.

- Rightclick the second image (the correctly scaled one).
Choose Graphics and click Original Size. The size changes to 2.74" x 1.92" which
seems correct. (At least the ratio remains the same.)
Choose OK or Cancel, whichever suits you.

- Rightclick the first image (the incorrectly scaled one).
Choose Graphics and click Original Size. The size changes to 2.74" x 0.94"
hugely distorting the graphic.

Please also see the attachment unity-circle.sxw which shows this behaviour with
a different graphic (a .GIF file -- this does not only affect EPS files!)

I should add that the .GIF file (unity circle) was originally a .WMF file, IIRC created by Maple.
