Example: Insert a Chart, add a Caption and both Objects have no interrelation.
(Select the Chart and change the Anchor to "To Page", the Chart will leave the
Object and change the size)

Yes, that's right - the chart object and the Writer fly frame that
contains the chart object and the caption aren't in a close
relationship. This is a usability defect and holds for all objects
that are labeled in this way.
One suggestions could be:
Instead of inserting the chart object into the Writer fly frame, the
chart objact and the Writer fly frames could be grouped.
*But*, grouping of Writer fly frames isn't supported yet, and it would
be quiet harder to access the chart object, because it's a member of a
group (first you have to edit the group), and a border around the
labeled object. This suggestion seems to have the same amount of
usability disadvantages as the current one.

OD->FL: Please take over in order to evaluate possible improvements
and to decide about the target (I would propose target OOo later).

FL: I do not see a real problem in changing the anchor to page or the like.
Adding a caption only puts the object into a frame, sets the width to 100% and
adds a line for the caption below or above the object. 100% width means page
width (borders) when anchored to the page. Captioning will be changed for oo.org
2.0, but the mechanism is kept . So this one will change to office later.
