1. create a new text document  
2. format->paragraph->background, select a colour (e.g. yellow)  
3. format->numbering/bullets->graphics, select a graphic  
4. enter a few lines of bulleted text with yellow background  
   a thin white horizontal stripe appears between paragraphs  
5. scroll the page up and down  
   white horizontal stripes appear in the yellow background  
This appears to be a refresh problem. If you minimize and restore, 
the yellow background is restored.

Sorry, but I cannot reproduce your problem using 1.1.1a (RedHat Linux 9).
Perhaps this is a problem in Windows only, perhaps the glitch was fixed in 1.1.1a.

Does it occur with every document / everytime you do this?
Can you attach a screenshot and/or a sample document?

Sorry, I've got 1.0.2 on Linux and it crashes during step 2 in my example. 
I'll attach an example file, with two images, the first a snapshot after step 
4, the second a snapshot after step 5.

Thanks for adding the sample doc. I can confirm this now in 1.1.1a. 
I can also reproduce it from scratch now.

The Issue you raised has the status 'New' pending further action, but has not
been updated within the last 4 years. Please consider re-testing with one of the
latest versions of OOo, as the problem(s) may have already been addressed.
Either use the recent stable version: http://download.openoffice.org/index.html
or consider trying the new OOo 3 BETA (still in testing):
