Usually I have complete rights to modify issues.  However, I do not have the UI
to edit issues at all, and I cannot even submit a comment.  I entered a comment
and got this (issue 22025):

Issue processed

Only the owner or submitter of the issue, or a sufficiently empowered user, may
make that change to the $field field.

New value	

Please press back and try again.

I changed your permissions, please give it a try.
