See to be attached .sxw, the ruler and layout disagree on where position "0" is
placed when there is a page border around a page with a "spacing to contents"
set. Who is right ? The layout I guess ?

The ruler ignores the border distance. This currently works in frames only.

Has this been reverted again?

The example showed the tabs set at 1 cm, which are used properly.

However, the ruler still shows the spacing offset. The example takes 0.5 cm.
Thus the 1 cm tab is shown at ruler position 1.5 cm.

I don't know what has been fixed here, but the ruler's behavior still looks
broken to me.
