Put cursor on paragraph start, click FORMAT -> Paragraph, choose TEXT FLOW, 
Breaks-> set enable on, with page style on, and PAGE Number >1 :
in print preview, printed document and PDF output a blank page is added before 
the break.

same situation for INSERT -> manual break and Page Number > 1

For page numbers = 0 and 1 it's OK.
