Summary: trying to drag&drop locked cells does not print error-message

There is the function to lock tables, so that cells cannot be changed.
If I try to change there something a message is shown that the table is locked. 
But if I try to drag&drop one (or a group of selected) cell(s) to another place 
this message is not shown (but its correctly nothing changed). Excel here also 
correctly shows that message.

Please do also so in Calc, because this can be confusing.

The Issue you raised has the status 'New' pending further action, but has not
been updated within the last 4 years. Please consider re-testing with one of the
latest versions of OOo, as the problem(s) may have already been addressed.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
