Importing the doc file into OO writer yields wron translation of frames. A
non-transparent frame covers the text. The text cannot be brought in front, the
only way to display it is by deleting the frame.

Actually, such objects which are anchored inside the Header cannot flow behind
the text . This has to be done manually after import by selecting "Arrange.Send
to Back" from context menu.
This is already adressed by issue 14045.
