In writer; if we change the text color, the bullet/numbering will change. 
BUT, in Impress, the bullet/numbering wont change when the font color is changed.

This seems to be a defect to me.
Reproducible.

I don't think that it is neccessarily a defect, because a consistent list
starting with one color (black) helps the reader's eyes to get the information
easier. If we would change it, the reader would have to identify different
colors for not only the text, but also for the bullet. Consequently visual
information, "that these items belong together" might not transmitted to the reader.
