could not create instance of this service.

To reproduce this behavior just start your office with parameter
"-accept=socket,host=0,port=8100;urp;" and call inside a solar shell:
%SOLARENV%\bin\checkapi -o cmdmail.SimpleCommandMail

This service has been disabled by purpose. Please see

details.
