Cloned task for *** Issue 31389 *** with target milestone: OOo Later
This is a clone task for the similar problem what happens, when the mentioned
file is saved in StarWriter 5 format. There, the roload of the file ends in a loops.

The losing of the header and the footer happens even on Linux OS. The versions 
of OpenOffice used are 1.1.3 and 1.9.m65 Head. When the document is saved as a 
*.sxw file, closed and reloaded, the header and the footer are lost.

Also replicable on OpenOffice 1.9.m65 Head on Windows XP.

the header-handling ist broken in m680_1984 (2.0 Beta) too
