Insert a frame, Format.Frame -> crash

Investigation together with OS reveals that the defect cause is already
introduced in SRC680m46 by cws swdrawpositioning:
In resource file /svx/source/dialog/swframeposstrings.src are defines for
strings, for which no string is provided. We didn't know, why this doesn't make
problems in SRC680m46, m47, m48, and m49
