If I insert a picture into a document with Insert->Picture->From File... and
then click on the inserted picture, I no longer get resize handles around the
picture, nor can I resize the picture; I am only allowed to move the picture around.

I have tried this under Windows XP, Windows 2000 and Fedora Core 2 Linux, which
is why I have specified "All" as the OS.

Up until 1.9.49, this did not happen.
