stlport doesn't need to be build when the location of an already existing system
stlport installation has been given to the configure process. 
This patch contains the patch already added in OO641 and additionally sets a
meta target so the copy process doesn't happen again when the build is restarted.

I merged the chnage from the branch, was a bit easier than applying
the patch. I think the HEAD revision needs some addtional reworking
for additional flexibility.
