At present the toolbars are shown / hidden instantaneously.  During navigation
as we move through different items [default text, numbered lists, pictures ,
tables ,  etc.] the respective toolbars are shown.  When the user moves at a
fast pace through the document, this showing /hiding creates a visual
disturbance especially when the specific toolbar is docked.Some alternative is
sought.

As the on screen page alignment of OO.o documents is to the left, and if I am
having picture or bullet/numbering toolbar docked to that side, when I stop for
a while at picture or numbered list while page down/up the corresponding toolbar
will popup and throw the document space to the right side.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
