There is a drop-down list of toolbars to customis in the new "customise" 
dialogue. 

the Hyperlink toolbar does not appear at all. Perhaps this is true of others. 

Three toolbars re triplicated in the list: Controls, Form Design, and More 
Controls all appear three times each.

CD: The cause of this problem is described in 28739/14328. There are a number of
"toolbars" which are no real toolbars, but a window which contains a toolbar.
Due to this technical reason it's not moveable, dockable, customizable, has no
context menu and other restrictions. To solve this "technical problem" we need
at least several days of work for these toolbars which are not available anymore
for OOo 2.0. Due to this reason I set this one to OOo Later.

CD: This restriction is also true for the current OOo 1.1.x version.
