There is a property for documents in Acrobat called "Fast Web Access" (in 
German "Schnelle Webanzeige"). It would be a nice feature to have this export 
option for large documents (try to load 
http://api.openoffice.org/basic/man/tutorial/tutorial.pdf without and with this 
option - and there are documents with 1000 pages).

The ghostscript utility 'pdfopt' can already do this, wouldn't it be possible to
just call 'pdfopt' from OOo by checking a box?

One could. However this would depend on pdfopt being installed; not an issue on
Linux, but probably on Windows. Also we'd have to evaluate whether pdfopt works
well with our PDF, possibly encrypted as it is (i wouldn't expect problems here,
though).
