In word the height of a space for layout purposes appears to be 0, i.e. a 72
point space adds no height to a line. Example and explanation attached. Would be
nice if we could support this...

If we implement this older writer documents could change their outfit.
Do we want this or do we need another compatibility flag "Ignore blank
height"?

We need a compatibility flag for this. We should consider the problem for OOo
2.0.2. For OOo2.0.1 we don't plan such UI change. For OOo2.0.2 we'll discuss
this problem again.
