At present OOo doesn’t contain an image-editing tool of it’s own. Many open 
source image editors are available most notably GIMP (GNU Image Manipulation 
Program) which is available on Linux as well as windows platform. Can it be 
included in OOo to make it more feature rich office suit.

Please note that OOo is increasingly being used in printing and publishing 
environment. There a user frequently needs to edit images along with word 
processing. In absence of an inbuilt image editor, users are required to look 
for 3 rd party tools. Inclusion of image editor like GIMP will be really 
advantageous for such users. Even competing office suits include such tools.

StarOffice 5.2 was having an inbuilt image editor “StarOffice Image 5.2â€. 
Instead of including and enhancing it, OOo removed it altogether. Anyway GIMP 
inclusion seems to be a better option now.

one of the latest versions of OOo, as the problem(s) may have already been
addressed. Either use the recent stable version:
