i added the 6 months' language, implied the colead element (not fully
stated in protocols for proposing; needs fuller explanation in actual
guidelines) and left out the @openoffice.org b/c it woudl create, at
this point, more problems than solve.
why? b/c we have no way of regulating it at all.
closing, with proviso that we need, once the cc is up (community
council) to specify full function of deputy/colead.

For technical reasons we have to move the issue to another subcomponent tan 'www'.
